I would say yes. You can use Skilter 400 filter, but I'd suggest a separate skimmer.

a protein skimmer is not need in this system but weekly water changes will be need (NEVER over 25% and only that much if really needed…. A 10 is not suitable for two clowns unless it’s a strict breeding tank for ocellaris or percula, which this is obviously not going to be. It’s is DEFINITELY not suitable for more than two clowns, so don’t get anything else. Skimmers are useful. do 10-15% max unless there is a problem)…no skipping weeks here…and you must keep up with the testing of the nitrates… as they need to be kept under 10ppm…. two small clowns is max for a 10 gallon no other fish…. and a 10 is not a starter tank…its hard to keep up with…. There is nothing wrong with doing over 25% water changes, BTW. You can go without one, but be sure to do at least 30% weekly water changes to make up for it. More would be better....
